Receiving Access to ICOTS You must complete an Application for ICOTS access and send it to the Washington Compact Office before you can be given access to ICOTS. The application is located on the DOC Interstate Compact website on Inside DOC. Under ICOTS is the End-user Agreement. The application is the last page of this agreement. The original, signed agreement must be mailed to the Compact Office. If you need immediate access outlook wastatecompact@doc1.wa.gov or fax 360 586-2192 a copy of the agreement to the Compact Office. The ICOTS Application Procedure is also under ICOTS on the DOC Interstate Compact Webpage. Logging Into ICOTS Your login is your email address. Your password needs to be at least 8 characters with at least one number and one symbol. Specific instructions for resetting your password are located on the DOC Interstate Compact webpage under ICOTS. Setting up Workflow Before a user can complete or submit an activity or data, each user is required to establish their workflow. Every user must either report to a supervisor or the compact office. All Washington CCOs and Counselors should set up their workflow to report to the Compact Office. This just means that the transfer requests, violation reports, etc. will go directly from the Counselor/CCO to the Compact Office, since this is our current practice. Duplicate Cases, Activities, & Offenders If you start an activity and get interrupted, then pick up where you left off and do not start over. If you start over it creates duplicate records which will need to be deleted. The user can delete data that has not been submitted. Once data is submitted it can only be deleted by the vendor. Be careful of typographical errors when inputting identifying information. Once it is submitted it becomes part of he offender’s permanent record. When to use ICOTS and when to use the old paper process. All new requests for reporting instructions and transfers need to be done through ICOTS. If you are taking action on a case that was initiated prior to October 6, search for the offender in ICOTS. If the offender is there, use ICOTS. If you cannot locate the offender in ICOTS then use the old paper process. The National office is in the process of loading all current interstate cases into ICOTS. By the end of the year all cases will be in ICOTS. More information can be found on the ICOTS website: http://www.interstatecompact.org/ Below is an example of a transfer request workflow:
